5/30/08 - Water, Growth and Development: Strengthening Connections in Amador and Calaveras Counties, Final Report
LGC convened a workshop at Mokelumne Town Hall for over 100 local elected officials, agency staff, activists and property owners in Calaveras and Amador Counties to explore the connections between water, growth and development patterns in the region. CommunityViz software, a GIS-based visualization and analysis tool, was used to show the implications of different growth strategies, including the impact of development patterns on water and other infrastructure needs, land conversion, impervious surface, and distance to town centers. Keypad polling was used to gather participant input about issues and strategies. This report presents the results of the workshop and speaker presentations and workshop materials are available for download.
5/30/08 - Integrating Water Resources with Land Use Planning and Design
Jeff Loux, U.C. Davis, Land Use and Natural Resources - This presentation was given at the Water, Growth, & Development workshop for Amador and Calaveras Counties. This presentation looks at the following questions: Why are water resources management and land use planning and growth decisions often not integrated? Why are water resources management and land use planning and growth decisions often not integrated? What are the benefits of integrating water and land use? What happens to the water cycle when we develop? What land use planning approaches do we have to address these issues? What advisors, resources, plans, and on-going work efforts are available to assist?
5/30/08 - IRWM Planning in Calaveras County
Ed Pattison, Water Manager, Calaveras County Water District – This presentation was given at the Water, Growth, & Development workshop for Amador and Calaveras Counties. It explains the purpose and value of Integrated Regional Water Management Plans (IRWMPs), and covers the process and progress made toward developing and implementing the Mokelumne / Amador / Calaveras IRWMP.

Paul Zykofsky, AICP, Local Government Commission - This presentation was given at the Water, Growth, & Development workshop for Amador and Calaveras Counties. This presentation covers the Ahwahnee Principles and shows how the proper use of land use mix, density, site design, connectivity and street design can create more livable communities.

This guidebook was given to participants at the Water, Growth, & Development workshop for Amador and Calaveras Counties. It provides illustrations and examples of different types of development and associated densities to help visualize options for residential and commercial growth.
4/18/08 - Aligning Water & Land Use in Amador and Calaveras Counties
The purpose of this project is to strengthen the connection between water and land use planning in Amador and Calaveras Counties. The end goal will be to create a document providing recommendations to align water management and community development goals. This presentation reviews the issues identified and prioritized by the Stakeholder Advisory Committee and discusses next steps for the project.

6/29/07 - Amador-Calaveras SAC Meeting Notes
This was the second meeting of the Amador-Calaveras Watershed Planning Project, a watershed-based effort to bridge water management and community planning activities. The project is developing policy recommendations to support local planning in Amador and Calaveras counties. The Stakeholder Advisory Committee (SAC) provides direction and input to help shape project outcomes that are useful and fit local conditions.

Meeting Purpose: This meeting is intended to clarify connections between water, development and local planning efforts. We will build on challenges and opportunities identified at the last meeting by refining those issues and beginning to frame planning principles that fit the region.

3/29/07 - Amador-Calaveras SAC Meeting Notes
The group discussed challenges to and relationships between water management, land use planning and watershed protection in Amador and Calaveras counties. Many concerns centered around the implications and potential impacts – to water and other community values – of growth and development. The group agreed that growth was coming to the area and it was noted that the right kind of development could be part of the solution to local problems. However, many participants felt that local communities lacked the capacity to effectively plan for new development while protecting water resources and maintaining community character. The group identified ineffective policies, economic challenges and constraints (insufficient resources), insufficient coordination and collaboration, and lack of education/awareness as barriers to gaining the capacity needed for effective planning and management efforts. Participants also identified opportunities for supporting local planning efforts (especially general plan updates) with clear, practical and integrated policy ideas. The group stressed that solutions need to be economically viable, fit local values and conditions, and should cover both water quality and supply issues related to development in the region.
