This file includes a cover letter discussing opportunities to minimize stormwater impacts using smart growth planning practices, and includes a concept paper about how this could be done in the draft permit. Specifically, it discusses the Redevelopment Project Area Master Plan concept.

SAC Meeting Notes - 4/19/07
Meeting Summary - The first meeting of the Stakeholder Advisory Committee (SAC) for the Ventura County Watershed Planning Project began with introductions and background about the project. Following introductions we discussed needs and problems, as well as opportunities and potential solutions. We closed with discussion about what outcomes the project could achieve that would be most useful in addressing key issues. Participants raised many issues centering on issues of policy, education, collaboration, and funding/economics.

The review sought to find which codes (or combination of codes) drive excess impervious cover at the regional and district level, and which aspects of the code (or combination of codes) drive excess impervious surface at the lot level (in particular, directly-connected impervious surfaces).

As part of the Ventura County Watershed-based Planning Project, the Local Government Commission (LGC) is tasked to complete an assessment of local planning policies and programs. This memo provides an overview of initial findings from LGC’s review of local codes and ordinances in Ventura County and the cities therein. The memo does not go into specific findings for each jurisdiction, but instead focuses on highlights trends and themes found throughout that are relevant to watershed and stormwater issues. The findings are preliminary and meant to inform dialogue regarding the nexus between development, watershed protection, and stormwater management.

SAC/TWG Meeting Report - 4/21/08
This meeting focused two main topic areas: 1) Discussing a framework for the project’s policy recommendations, including proposed “goals” and a set of overarching themes for aligning water quality and land planning policies. 2) Stormater Permit: discusing options for achieving the goals of the current “RPAMP” program, including ideas for coordinating planning and design strategies between different scales and development contexts.
Ventura Watershed-based Planning Strategies: Framework for Recommendations - 4/21/08
Clark Anderson & Josh Meyer - The Local Government Commission’s “Ahwahnee Water Principles” provide a basis for the “hallmarks” of integrated water and land use planning. This project is particularly focused on the first 5 principles which call for protecting valuable natural areas, directing growth to already developed areas, accommodating growth on a compact footprint, locating development to allow more efficient development patterns, designing the built environment to minimize its impacts on water and other natural resources. This presentation outlines the interrelated planning goals discussed at the meeting.
